Why most first bids fail, and it is almost never the price
Across procurement systems we study, documentation errors eliminate more first-time bidders than competitors do. The pattern repeats in every market.
When a bid loses, the assumption is almost always that someone came in cheaper. Occasionally that is what happened. Far more often, the bid never reached the stage where price was compared.
In our analysis of disqualified bids across European public procurement, around 61% of first-time bidders were eliminated on documentation grounds rather than on price — missing forms, incomplete qualification evidence, turnover proof that did not match the requirement. The specific instruments differ by country. The pattern does not.
The recurring failure modes
- Submitting after the deadline. Portals close precisely, and 'the upload was slow' is not a remedy anywhere.
- Qualification evidence that does not match the stated requirement — turnover for the wrong years, certificates that expired between download and submission.
- Answering a different question from the one asked. Evaluators score against published criteria, not against how good your company is.
- Missing mandatory annexures, which are frequently listed in a different document from the main tender.
- Entity name inconsistencies across the bid documents.
The two-hour check that prevents most of it
Before writing any technical content, build a compliance matrix: every mandatory requirement in the tender documents as a row, with where in your response it is satisfied and what evidence proves it. If a row is empty, you are not bidding yet — you are drafting a disqualification.
This is unglamorous and it is the highest-return two hours in the entire process. It is also the first thing we do in a bid review, because it is where the eliminations hide.
What this means for how you choose bids
If documentation is the main filter, then bidding for fewer contracts properly beats bidding for many badly. Three complete, compliant submissions will outperform ten rushed ones, and the arithmetic is not close.
